    The meeting was called to order at 9:00 a.m. by Co-chairman Ken Levin.

Janet Sturges proposed amending the first part of Item 4 (Other Old and New Business) of the February 7, 2011 minutes to include the name of the residents: “The owners of 33 Lyme Street (the Weicker residence) plan to add…”   
 
A motion was made by Jim Bechtel, seconded by John Forbis, to approve the minutes of the February 7, 2011     meeting as amended. All present voted in favor. Motion carried

    2. Plaque Program update – Martha Hansen
See February 7, 2011 minutes.
     Action: Contact owners of historic houses on Ferry Road - Lyme Street to Rte 156 (Tom Keogh).
Continue research: 24 Lyme Street, 45 Lyme Street, 60 Lyme Street, 68 Sill Lane (Martha Hansen).

3. Public Hearing: 20 Lyme Street - Diane Mallory
Diane Mallory presented plans for renovations to the Masonic Hall building at 20 Lyme Street for conversion to a private residence including: removing the fire escape and existing furnace chimney, converting the small addition on the west side to a garage, adding French doors to the west end of the south side, adding a fireplace chimney to the north side, and some minor window alterations. The Lyme Street driveway entrance will remain. The Academy Lane driveway will be eliminated.
Lee & Michele Mergy (22 Lyme Street) requested that the Bilco doors and AC condenser, located on the      northeast corner of the building, be moved farther west along the north side to be less visible. Ms. Mallory agreed to relocate the Bilco doors and the AC condenser.
     Jane and Tom Schellens (1 Academy Lane) submitted a letter supporting the project.
Action: Submit completed plans for the driveway and walkway materials and hedging (Ms. Mallory).

Nina Peck made a motion, seconded by Jim Bechtel, to approve the CofA application on the condition that the Bilco doors and AC condenser be moved farther west on the north side of the building. All present voted in favor. Motion carried.

4. Public Hearing: 33 Lyme Street
John Gagnon, representing the Weickers, filed a CofA application to approve the following on the south side of the house: remove two windows and replace with one large window; install two AC condensers.
Rosemary Gargano (31 Lyme Street) expressed concern about eventual noise from the condensers.
     Action: Contact John Gagnon and request a dimensional drawing of the new window (Jim Bechtel).

Janet Sturges made a motion, seconded by John Forbis, to approve the CofA on the condition that a dimensional drawing of the window be provided for review by the HDC co-chairs. All present voted in favor. Motion carried.
             
     5. Business News & Secretary’s Report – Martha Hansen
All HDC votes taken must now be filed in digital format (to facilitate Web postings) within 48 hours of meetings.
A copy of the Scenic Road application was e-mailed to Amanda Blair (Open Space Commission) at her request.
Membership in the CT Trust and National Trust will be renewed at the same levels as last year.

Action: Contact State Scenic Road Advisory Committee re status of Scenic Road application (Martha Hansen).
    
     6. Other old or new business
Street signs throughout town, including the Historic District, are being replaced with new signs that meet federal safety standards.  

     7. Adjournment
    John Forbis made a motion, seconded by Jim Bechtel, to adjourn the meeting at 10:20 a.m.
All present voted in favor. Motion carried.
